The Three Keys schedule explains listed fines and costs associated with verified rule violations. A report alone does not establish a violation or determine a resident's charge.
Most listed fines generally apply at the second Key removal, after review of the incident, evidence, applicable rule and agreement. A permitted guest, approved accommodation or ordinary use allowed by the rules is not automatically a violation.
Documented damage, extra service or supply costs, utility overages and towing may be handled separately under the applicable agreement and required review. There is no general $500 cap on resident fines or damage costs.
How damage costs are calculated: Where a damage-cost row specifies the multiplier, the documented applicable repair, replacement or remediation cost is multiplied by 1.15—cost plus 15%. For example, a $100 repair plus $15 is $115 total. This does not automatically add 15% to listed fines, utility overages, towing or other charges. The applicable agreement and review still determine whether a charge applies.
